Hello,
i want to implement a Power Quality Monitoring system. For this project a PLL is nedded!Can anybody help me to understand the role of
PLL in this project!I Know that i have to use it but i cant understand why!

This would be a difficult question to answer without a basis for reference. What kind of power are you monitoring? Is it line power or radio frequency power? In other words we would need a little more information about this project in order to provide you with an answer. As it stand right now I couldn't even venture a guess as to what you need.
