I looked, but didn't find a sub-board just for grading. I know I left out tip strips/descriptions. I also know I made the time count down instead of up. Strong criticism is requested.

I'll be honest, I'm probably not going to look harder. Until you tell the USER what you expect to happen when the use your application you are not (IMHO) Certifiable.
Missing Tip Strips should be an automatic failure... Although, if you fail to let the user know what they can expect when they change a control value or what the value of the indicator represents, you almost have to have enough other problems with your code to fail the CLD Exam.
Do it over keeping in mind that the user cannot read the code. I'll look at it then. Fair enough?
