In the sample CLAD paper - Q3 below

I put the answers as A, B, C and D

The answer is A, but hang on could B be right as I just answered a similar question (Q3 - 'Property Nodes can be used to programmmatically generate a Value Change event')

 

So maybe for Q19 the answer is B. The question doesn't say more than one answer may apply, is it A or B?

 

 

No it's definitely A .....

 

but why isn't B correct as well, or is there some subtle I am missing?

Yes, you are correct.  I think they are implying using the "value" property, which would not cause an event.  The question needs to clearify a little more.

The question predates the Value (Signaling) property. This ability to use a P-node to create events was one of the more widely quickly adopted features of 7.0 (?) might be 7.1 not certain

Now the question makes complete sense.  Still, NI should update their older questions when new features come out that will cause confusion like this.
