Perhaps you could express Olympic efficiency as medals per capita, multiplied by a coefficient of opportunity related to how close the average citizen lives to a suitable practice facility.
Switzerland - small population, lots of mountains nearby, lots of opportunity to practise many Olympic sports.
Australia - moderate population, not many ski resorts, a fairly long way from population centres.
Any Scandinavian country - small populations, lots of snowy bits. Any skiing medals are thus worth far less than an Australian one.
Sadly, the Tongan luger didn't win a medal this time round.
