This is not at all related to LabVIEW. MAX has it's own Idea Exchange.

You can now resize the Export/Import dialogs as of MAX 5.3 (summer 2012).

...so if the dialogue boxes of MAX are resizable now, I would consider the status of this idea as completed (not new)...
